In a large pot or Dutch oven, heat oil over medium-high heat. Add the beef and sear on all sides until browned. Remove the beef and set aside.
In the same pot, add the onion, bell pepper, and garlic. Cook until softened, about 5 minutes.
Add the crushed tomatoes, beef broth, tomato paste, cumin, oregano, paprika, salt, black pepper, and cayenne pepper. Stir to combine.
Return the beef to the pot and bring to a boil. Reduce heat to low, cover, and simmer for 2-3 hours or until the beef is tender and easily shreds with a fork.
Remove the beef from the pot and shred it using two forks. Return the shredded beef to the pot and add the olives and raisins, if desired. Cook for an additional 10 minutes to allow the flavors to meld.
Serve the Ropa Vieja over white rice or with warm tortillas. Enjoy!
