Grind the oats into flour using a coffee grinder.
Rinse the raisins and soak them in clean water for 5-10 minutes. Then rinse them again.
Blend the carrot, apple, and water until smooth and pureed. If the blender is slipping, add a little water.
Mix all the ingredients together. Add the baking powder or soda at the end.
Bake for about 50-60 minutes at 180°C (356°F). Allow to cool before serving.
