For velveting the beef: Mix 1 Tbsp oil, ½ tsp baking soda, 1½ Tbsp water, 1 Tbsp soy sauce, ½ tsp sugar, and 1 Tbsp cornstarch.
Coat the beef cubes with the velvet mixture.
Let the beef rest for 30 minutes.
Sear the beef hard in a hot pan.
For the sauce: Combine 2 parts Worcestershire sauce, 2 parts oyster sauce, and 1 part soy sauce.
Confite 10 whole garlic cloves in oil.
Add the confited garlic cloves to the sauce mixture.
Slice 7 cloves of garlic thin and fry them into chips.
Add butter to the sauce mixture to finish.
Pour the sauce over the seared beef.
Shower the top with the fried garlic chips.
