Place the ground pork, scallions, ginger, soy sauce, sesame oil, and white pepper in a bowl and mix well.
Place a wonton wrapper on a clean surface in a diamond shape.
Place about 1 tablespoon of the pork filling in the center of the wrapper.
Wet the edges of the wrapper with water, then fold the wrapper in half to form a triangle, pressing the edges to seal.
Bring the two corners of the triangle together and pinch to seal, creating a wonton shape.
Repeat with remaining wrappers and filling.
Bring a large pot of water to a boil. Working in batches, carefully add the wontons to the boiling water and cook for 5-7 minutes until the wontons are cooked through.
Remove the wontons from the water with a slotted spoon and transfer to a serving bowl.
Drizzle the hot wontons with chili oil and serve immediately.
