Steam-blanching the carrots (an optional step) will make the carrots easier to process evenly. Steam-blanch the carrots for 3 minutes, then rinse in cold water and set aside to drain well. If you are not blanching the carrots, cut the raw carrot slices into ¼-inch pieces.
Combine the onion and garlic in a food processor, and pulse a few times until chopped. Scrape down the sides of the processor bowl with a rubber spatula. Add the carrots and bell pepper, pulse a few times to chop coarsely, then scrape the sides of the bowl. Add the corn, sunflower seeds, flax meal, cornmeal, water, salt, cumin, paprika, and black pepper. Pulse a few times, scrape again, then process on high until the mixture is fairly smoothly chopped but still has a little texture; add a little more water if necessary to help the mixture process evenly.
