Cover the short rib bones with water and add 3 Tbsp of salt. Bring to a boil.
Add the diced brisket, onion, ginger, and garlic. Add another 3 Tbsp of salt.
Add the soy sauce, dark soy sauce, and brown sugar. Add 12 cups of water (or more if needed).
Assemble the dish with the cooked ramen noodles, blanched bok choy, boiled bean sprouts, jammy egg, garlic oil, scallions, black pepper, and cooked beef.
Finish the broth with fish sauce to taste and a little vinegar.
