Place the beef, peppers, and onions in an electric pressure cooker.
Add garlic powder, ground ginger, black pepper, brown sugar, and soy sauce to the beef and peppers.
Pour beef broth into the Instant Pot, stirring to combine.
Secure the lid and set the pressure to high for approximately 15 minutes.
Perform a quick release, or opt for a natural release if you prefer the steak to be more tender.
Remove the lid, press the Cancel button, and set the pressure cooker to sauté mode.
In a separate bowl, mix ¼ cup of cold water with the cornstarch. Stir this mixture into the Instant Pot.
Bring it to a boil for 3 to 5 minutes, or until the sauce thickens.
