Preheat oven to 200C/180C fan/Gas 6.
Sieve the plain flour, self-raising flour and baking powder into a large bowl.
Add the cold butter and rub in with your fingertips until the mixture resembles breadcrumbs.
Stir in the caster sugar, orange zest, lemon zest, cinnamon and nutmeg.
Add the dried mixed fruit and mix well.
In a separate bowl, lightly beat the egg and add 4 tablespoons of milk.
Add the egg and milk mixture to the dry ingredients and mix to a soft dough, adding a little more milk if necessary.
Turn the dough out onto a lightly floured surface and divide into 8 equal pieces.
Shape each piece into a round, slightly flattened bun.
Place the buns onto baking sheets lined with baking parchment.
Decorate each bun with glacé cherries and blanched almonds.
Whisk together the egg yolk and water for the glaze.
Brush the tops of the buns with the glaze.
Bake for 15-20 minutes until golden brown.
Cool on a wire rack.
