Chop the 1 cup cabbage, ¼ cup shredded carrot, and 2 green onions together until they are finely minced. Set aside.
Add meat to the bowl and then add seasonings (1 Tablespoon soy sauce, 1 teaspoon sesame oil, 1 teaspoon garlic powder, ½ teaspoon onion powder, and ½ teaspoon black pepper).
Add chopped vegetables to the bowl and mix together all the filling ingredients until combined well.
Dip one wrapper in bowl of water.
Lay the wrapper at the base of each dish.
Add a thin layer of meat over the wrappers.
Dip another wrapper in water and place over the meat.
Repeat the meat and wrapper layering twice more for a total of 4 layers of wrappers and 3 layers of meat, ending with the last layer with a wrapper.
Pour about 3 Tablespoons of water in each dish. If water is collecting on top of the wrapper, press the edges so the water seeps below the wrapper.
Place steamer basket over boiling water. Lay each dish in the steamer basket and steam for about 20 minutes with lid closed or until meat is cooked through.
(optional steaming) - add dishes to a large pan and fill pan half way with water. Place lid on filled dishes. Bring pan to a boil then lower heat to simmer. You have to be careful to not heat the water too hot or else the dishes can split or crack. Just monitor the water and heat. Or you can also use a rice cooker with a steamer basket on the bottom.
Allow the dumpling lasagna to cool a bit. Top with your favorite toppings and enjoy.
