Heat oil in a skillet and fry each tortilla 1 to 2 minutes per side until crisp and golden. Drain on paper towels.
Microwave refried beans for 60 seconds to soften.
Place 4 fried tortillas on the baking sheet and spread ¼ cup refried beans on each.
Top each pizza with ¼ cup seasoned beef, pressing gently.
Place a second tortilla on top and spread 2 tablespoons enchilada sauce evenly.
Sprinkle ½ cup shredded cheese on each pizza and scatter diced tomatoes on top.
Bake for 8 to 10 minutes until cheese melts and bubbles. Garnish, slice, and serve hot.
