Ccream together butter and sugar well. then add in eggs, vanilla, and heavy cream.
In another bowl, whisk together the flour, cream of tartar, baking soda, salt.
Add the wet to the dry and dont overmix. spread into a rectangle and set in the fridge for 10 min.
Prep the cinnamon spread, mix butter, brown sugar, cinnamon and cornstarch together
Spread of the semi-chilled rectangle dough, leaving an inch at the top. then roll tightly and chill for another 20 min. cut into equal sizes like you would a cinnamon roll.
Gently flatten into a puck. roll in cinnamon sugar and then bake at 350 for 11-15 min (timedepends on your sizes).
Mix the glaze for the tops of cookies. Powdered sugar, water, vanilla and a pinch of salt. Mix and drizzle on top of cookies allow to harden
