In a small mixing bowl, stir together softened cream cheese, sour cream, diced jalapeños, diced cilantro, diced green onion, onion powder, garlic powder, salt and black pepper. Stir well until combined.
As an alternative to mixing by hand, you can use an electric mixer with paddle attachment or food processor to combine the dip.
Cover and store in the refrigerator until ready to serve!
