Prepare the orange chicken sauce by combining the orange zest, orange juice, chicken stock, low-sodium soy sauce, sriracha, hoisin, garlic, stevia, and a small corn starch slurry.
For the chow mein, use the same sauce as the orange chicken, but omit the orange juice and zest.
Add the celery, cabbage, carrots, and green onion to the chow mein.
