Brown ground beef.
Add garlic, salt, pepper, sugar, tomato sauce.
Stir cover and simmer for 15-20 minutes.
Cook noodles and drain.
Cut green onions into large pieces.
Place in blender with cream cheese and sour cream.
Blend until onions are chopped fine and mixture is smooth.
Place ⅓ of noodles in a 2 quart casserole dish.
Top with ⅓ cheese mixture, then ⅓ of meat mixture.
Repeat layers, ending with meat.
Sprinkle cheddar cheese on top.
Bake at 350 F for 20 minutes.
Let stand 15 minutes.
