Preheat the oven to 425°F (220°C).
Lightly grease baking sheets or line them with parchment paper. Arrange the tortilla chips on the sheets, cup side up.
In a large bowl, combine the cream cheese, mozzarella, egg, corn, green chiles, garlic powder, salt, and black pepper. Mix thoroughly.
Fill each tortilla chip with about 1 tablespoon of the mixture.
Sprinkle grated Parmesan cheese over the tops of the filled chips.
Bake for 13-15 minutes or until the tops are golden and the cheese is bubbling.
