Preheat oven to 400°
Brown ground beef in a skillet. Drain excess grease and add garlic for 1 minute.
Add beef to a greased 9x13 baking dish with orzo, sun dried tomatoes, spinach, broth, tomato paste, seasonings, and heavy cream if using. Stir well.
Cover tightly with foil and bake 30 minutes until orzo is tender.
Stir, top with parmesan, then bake 10 more minutes until cheese is bubbly.
