Heat oil in a pan, add onion and garlic, sauté until soft. Add ground beef, season with salt, pepper, paprika, and cumin. Cook until browned. Stir in parsley/cilantro.
Lay a tortilla flat, add a layer of cheese, then spoon the beef mixture on top.
Roll tightly. Place in a hot skillet (no oil) and toast each side until golden and cheese is melted.
Slice in half (optional) and enjoy while cheesy and gooey!
