Beat cream cheese, powdered sugar, and extracts until smooth. Fold in whipped topping and heavy cream. Chill 30 minutes.
Flatten biscuit dough rounds and lightly flour surface.
Scoop filling into dough, seal tightly, and smooth seams.
Heat oil to 350°F. Fry bombs for 1–2 minutes per side until golden.
Mix sugar and food coloring, roll bombs while warm.
Garnish with cotton candy or drizzle with melted white chocolate.
