Soak short ribs in cold water for 2 hours to remove impurities
Blanch ribs in boiling water for 2 minutes, then rinse clean
Add ribs, carrot, onion, garlic, scallions, ginger, soy sauce, and pepper to Instant Pot
Pour in enough water to cover ribs
Set to Stew mode for 50 minutes
When 10 minutes remain, soak glass noodles and boil in hot water for 10 minutes
Serve ribs and broth over noodles with a pinch of salt
