Add all of the broth ingredients to a pot and bring to a gentle simmer. Cook for 20 minutes, stirring occasionally.
While the broth simmers, heat a skillet over medium heat. Cook the onion and garlic until softened and fragrant, about 2-3 minutes.
Add the ground beef and cook until mostly browned. Stir in the ginger, soy sauce, and sriracha, then cook for another 2-3 minutes until fully cooked through.
To serve, add jasmine rice and the beef mixture to a bowl. Ladle over the warm broth and top with sliced cucumbers and a drizzle of chili oil.
