Brown the butter: Melt the butter in a saucepan over medium heat. Let it simmer until it starts to turn golden brown. Stir in the milk powder. Once the butter is nicely browned, immediately remove it from the heat and pour it into a cold bowl to stop the browning process.
Add the sugar: Stir the sugar into the brown butter until well combined.
Add the cream and eggs: Add the lukewarm cream and mix until incorporated. Add the eggs and mix until smooth and homogeneous.
Add the dry ingredients: Mix the flour, baking powder, baking soda and salt together, then add them to the wet mixture. Mix only briefly until just combined. Do not overmix.
Add the chocolate: Gently fold in the chocolate chips.
Chill the dough: Chill the dough for about 15–30 minutes to make it easier to portion. Divide the dough into your desired cookie size and roll into balls. Place the cookie dough balls in the refrigerator for at least 3 hours.
Bake: Preheat the oven to 180°C / 350°F, conventional heat (top and bottom heat). Place no more than 5 cookies on one baking tray, depending on their size. Bake for approximately 15–20 minutes, depending on your oven.
Cool & enjoy: Let the cookies cool on the tray before enjoying.
