Mix together 3 minced garlic cloves, 1 tsp salt, 2 tsp sugar, pinch of white pepper, 1 ½ tbsp soy sauce, and 1 tbsp rice vinegar. Set aside.
In a small cold pan, combine 4-6 sliced garlic cloves with 3 tbsp oil. Bring to medium heat and cook for 2-3 minutes until light golden brown. Remove from heat and set aside.
In a large bowl, combine bean sprouts, 1 tbsp oil, and 1 tsp salt. Add 1.5 cups boiling water and strain well after 5-10 seconds.
Pour the dressing and garlic oil over the drained beansprouts and serve hot or cold alongside your meal.
