Heat oil in a pot or saucepan with a lid.
Add garlic and ginger and cook briefly.
Add the coleslaw mix, oyster sauce, hoisin sauce, soy sauce, minced onion, and chili powder.
Stir and cover, cooking until the cabbage is wilted.
Remove the lid and stir again, then cover and cook for a few more minutes.
Add the broccoli and cook until everything is combined.
Drizzle with sesame oil.
Serve over rice and top with sesame seeds and wonton strips.
