Brown the Meat: In a skillet, brown ground beef or turkey until cooked through. Drain excess fat.
Sauté Aromatics: Add onion and garlic to the same pan and cook until soft and fragrant.
Combine Mixture: Mix meat, rice, tomatoes, sauce, Worcestershire, herbs, salt, and pepper in a bowl.
Layer the Casserole: Add half the cabbage to the crockpot, spoon in half the mixture, repeat layers.
Slow Cook: Cover and cook on low 6–8 hours or high 3–4 hours, until tender.
Add Cheese: Top with shredded cheese during last 30 minutes if desired.
