Preheat your oven to 350°F (175°C). Grease and flour two 9-inch round pans.
In a large bowl, combine the flour, sugar, cocoa, baking powder, baking soda, and salt.
Add the milk, oil, eggs, and vanilla. Beat on medium speed for 2 minutes.
Stir in the boiling water (the batter will be thin). Pour the batter evenly into the prepared pans.
Bake for 30 to 35 minutes, or until a toothpick inserted into the center comes out clean.
Cool in the pans for 10 minutes, then remove the cakes from the pans and let them cool completely on a wire rack.
In a large bowl, beat the cream cheese and butter together until smooth and creamy.
Gradually add the powdered sugar, mixing well after each addition.
Add the vanilla extract and a pinch of salt, and beat until light and fluffy.
Place one cake layer on a serving plate or cake stand. Spread a layer of vanilla-flavored cream cheese frosting on top.
Place the second cake layer on top and spread the remaining frosting over the top and sides of the cake.
