Peel and finely chop garlic. Trim and thinly slice scallions, separating whites from greens.
Pat pork chops dry with paper towels. Season all over with fry seasoning (RESERVE PINCH FOR PAN SAUCE), salt, and pepper.
Heat a drizzle of olive oil in large pan over medium-high heat. Cook pork chops until browned , about 4-5 min each side. Transfer to plate.
Heat drizzle of oil in same pan over medium-high heat. Add scallion whites and garlic; cook until fragrant, about 30 sec.
Stir in water, stock concentrate, and reserved fry seasoning. Cook until liquid has reduced, 2-3 min. Remove pan from heat, seasoning with salt and pepper.
Plate pork chops, top with pan sauce, and garnish with scallion greens.
