Cook the beef mince in a pan over medium-high heat
Add Chinese Five Spice and Chilli Flakes to the beef
Stir in Hoisin Sauce, Light Soy Sauce, Dark Soy Sauce, White Wine Vinegar, and Brown Sugar
Simmer until the beef is cooked through and sauce is well combined
Shred the carrots and cucumber
Combine shredded carrots and cucumber with Chives and Fresh Coriander
Mince the garlic cloves and add to the carrot salad
Add Chilli Flakes, Brown Sugar, Sesame Oil, and White Wine Vinegar to the salad and toss well
Cook the rice according to package instructions
Divide rice among serving plates
Top with hoisin beef and serve with carrot salad on the side
