Make the filling by combining ricotta, powdered sugar, cream cheese, vanilla, and salt in a food processor until smooth. Fold in chocolate chips or pistachios and freeze for 20 minutes.
Heat oil in a large Dutch oven to 360 degrees F.
Wet the edges of a wonton wrapper, place 2 teaspoons of filling in the center, and fold to seal.
Fry the filled wontons in batches until golden brown, about 2 minutes.
Transfer to a wire rack and serve warm, drizzled with chocolate syrup and dusted with powdered sugar.
