In a large mixing bowl, combine the cooked and slightly cooled rice with the mozzarella cheese, chopped pepperoni, Parmesan cheese, black pepper, and garlic powder. Mix well until everything is evenly incorporated.
Take a small portion of the rice mixture (about 2 tablespoons) and shape it into a ball using your hands. Press gently to ensure the rice holds together. Repeat this step until all the rice mixture has been shaped into balls.
In separate shallow bowls, place the flour and breadcrumbs. First, dip each rice ball into the flour to coat lightly, then roll it in the breadcrumbs until fully covered.
Heat the olive oil in a large skillet over medium heat. Once the oil is hot, carefully add the rice balls, a few at a time, and fry for about 3-4 minutes on each side, or until golden brown and crispy. Use a slotted spoon to remove the rice balls from the skillet and place them on a paper towel-lined plate to drain excess oil.
Allow the rice balls to cool slightly before serving. Enjoy them warm with marinara sauce or your favorite dipping sauce.
