Cut the boiled potatoes in half lengthwise, scoop out the insides, and place the potatoes on a baking tray.
Combine the hard-boiled eggs, cream cheese, bacon, jalapeño, red bell pepper, green onions, garlic powder, onion powder, mustard, salt, and pepper. Spoon the deviled egg filling into the wells in the scooped-out potatoes and top each deviled potato with shredded mozzarella cheese.
Transfer the baking tray to a preheated oven and cook at 400°F for 15 minutes.
