Heat a skillet over medium heat. Add olive oil and 1 tbsp butter.
Add shallots, salt, and red chile flakes. Cook for a few minutes.
Add garlic and cook until fragrant.
Add tomato paste in the middle of the pan and cook for a few minutes.
Cook the pasta while preparing the sauce.
Bring the tomato paste, shallot, and garlic together.
Add the vodka and cook until the vodka smell is gone, a few minutes.
Add the heavy cream and cook for a few minutes.
Season with salt and pepper.
Add the parsley and basil and whisk to combine.
Add the cooked pasta and 1 tbsp butter, and bring everything together.
Add pasta water as needed to reach the desired consistency.
Top with Parmesan cheese and parsley.
