Melt butter with olive oil in a pan over medium-low heat.
Add heavy cream and beef broth; stir to combine.
Stir in garlic powder or fresh garlic.
Add pasta and cook on low heat, stirring occasionally, until pasta is al dente.
Add more beef broth & heavy if needed.
Season with salt & pepper.
Remove from heat and stir in parmesan until creamy.
Finish with more parmesan, a drizzle of olive oil, and garnish with parsley or chives.
Serve immediately.
