Prepare chicken coating by mixing ½ cup potato starch with salt and pepper
Create chicken marinade by combining 1 Tbsp honey, ½ Tbsp brown sugar, 2 Tbsp warm water, ¼ cup soy sauce, and 1 Tbsp mirin
Marinate chicken in the prepared marinade
Coat marinated chicken with the potato starch mixture
Prepare brothy sauce by melting 2 Tbsp butter and mincing 2 cloves garlic
Add 2-3 Tbsp gochujang to the butter and garlic
Stir in 1 Cup thickened cream and ½ Cup milk
Add ½ Tbsp chicken bouillon, 1 Tsp paprika, 1 Tsp onion powder, and 1 Tsp sugar to the sauce
Cook the coated chicken until golden and cooked through
Prepare a bed of medium grain rice
Pour the brothy sauce over the chicken and rice
Top with green onion and fried shallots before serving
