Stir together the flour, cheese, salt and pepper. Add the butter and use a pastry cutter or your hands to mix until the dough is crumbly.
Stir in the milk, then use your hands to gently knead just until the dough comes together.
Roll into a log about 2 inches thick. Roll the log in everything bagel seasoning, making sure to evenly coat the exterior.
Wrap in plastic wrap and freeze for 3 hours.
Preheat oven to 350°F. Using a very sharp knife, slice the crackers ⅛ inch thick.
Place on parchment-lined baking sheet (not touching) and bake for ~12-15 minutes, then flip and cook for another few minutes, until golden brown on both sides.
Remove from oven and let cool completely.
