In a small bowl, combine soy sauce, fish sauce, and brown sugar. Set aside.
In a large skillet, heat 1 tbsp of vegetable oil over medium heat. Add garlic and serrano peppers, stirring frequently for about 1 minute.
Add the ground beef and break it apart with a spatula. Cook until browned, about 5 minutes.
Add the sauce mixture to the beef and stir to combine. Cook for another 2-3 minutes.
Stir in the Thai basil and cook until wilted, about 1 minute. Remove from heat and set aside.
In a pot, combine jasmine rice, coconut milk, ginger, and water. Bring to a boil, then reduce heat, cover, and simmer for 15-20 minutes until rice is cooked.
Fluff the rice with a fork and squeeze lime juice over it.
Serve the beef basil over the coconut-ginger rice and top with your choice of optional toppings.
