Add onion, bell pepper, and garlic to a non-stick pan over medium-high heat. Cover and sauté for 3 minutes, stirring occasionally.
Stir in the diced tomatoes, quinoa, broth, smoked paprika, and cumin. Bring the liquid to a boil and then reduce heat to low-medium. Let simmer until the quinoa is fully cooked, about 15 minutes.
Garnish with cilantro and serve.
