Marinate the julienned beef with salt, soy sauce, dark soy sauce, ground white pepper, baking soda, and Chinese cooking wine. Coat with 1 tbsp cooking oil. Set aside for 15 min.
Cut the bitter melon in thicker strips. Blanch in 1 tbsp cooking oil for 20 sec, set aside to allow moisture to evaporate.
Heat 2 tbsp cooking oil in a wok or large pan over high heat.
Add the marinated beef and stir-fry for 1-2 min until the meat has changed color.
Add the garlic and stir-fry until fragrant.
Add the blanched bitter melon, julienned red chili pepper, and julienned zha cai. Stir for around 3 min at high heat.
Check on saltiness, depends a bit on saltiness of the Zha Cai.
Garnish with scallion stalks and serve hot.
