In a medium-sized pot or skillet over medium heat, add the butter and melt it halfway, then turn off the heat. Pro Tip: You will probably want to slightly reduce the heat before the butter melts halfway down. This will give it the perfect semi-thick consistency.
Add the garlic, shallots, paprika, cayenne pepper, chipotle red pepper flakes, Dijon mustard, and Worcestershire sauce, then whisk everything together until incorporated.
Add the parsley and scallions and mix again until incorporated. Add a pinch of salt, then taste and adjust.
