  6. In a large bowl, combine ground beef, ground pork, cooled rice, grated onion, garlic, lemon zest, egg, salt, and pepper.

  7. Mix thoroughly but gently with your hands until just combined—overmixing will make the filling tough.

  8. Heat olive oil in a saucepan over medium heat.

  9. Sauté grated onion until translucent, about 3-4 minutes.

  10. Add garlic and cook for 30 seconds until fragrant.

  11. Add crushed tomatoes, water, salt, and pepper.

  12. Simmer for 10 minutes, then remove from heat.

  13. Preheat oven to 375°F (190°C).

  14. Place ¼ cup of meat mixture on each cabbage leaf.

  15. Fold in sides and roll up, tucking in edges to seal.

  16. Spread 1 cup of sauce in the bottom of a 9×13 inch baking dish.

  17. Arrange cabbage rolls seam-side down in the dish.

  18. Pour remaining sauce over rolls.

  19. Cover with foil and bake for 50-60 minutes until meat is cooked through.
