Preheat oven to 350F.
Pour brownie mix, eggs, water and oil into a large mixing bowl.
Stir until no lumps remain.
Spoon brownie batter into well greased muffin tins, filling each cup about ⅓ of the way. Set aside.
Dump peanut butter, softened butter, egg, granulated sugar, brown sugar and vanilla into a large mixing bowl.
Use an electric mixer to cream together the ingredients until smooth.
Add quick oats, flour and salt to the bowl and continue mixing with electric mixer until all of the ingredients are fully combined.
Add mini M&Ms to the bowl and use a rubber spatula to stir them into the cookie dough.
Place a large spoonful of cookie dough on top of the brownie batter in each muffin cup.
Place in the oven and bake until a toothpick inserted into the brownie part comes up with just a few crumbs. 23-25 minutes.
Remove from oven and allow to cool slightly before removing the brownies from the pan.
