Preheat oven to 300°F.
In a large mixing bowl, blend almond flour and sugar.
In a stand mixer, whip egg whites until soft stiff peaks form.
Fold into dry mixture with orange zest, vanilla extract, and almond extract.
Form into dough balls (the size of a ping pong ball), roll in powdered sugar—making sure to tap off the excess, and bake for 32 minutes until the outside of the cookies have crackled and the bottoms have browned slightly.
Let them cool for 15 minutes before moving.
