Preheat oven to 350 degrees F.
Spray a 9x13" baking dish with cooking spray.
Pour the whipping cream on the bottom of the dish and then place the cinnamon rolls on top of the cream.
In a saucepan, melt the butter and brown sugar.
Once melted, stir in the additional 3 tbsp of heavy cream and stir until smooth.
Pour this mixture over the cinnamon rolls.
Bake in the preheated oven for 25-30 minutes. The tops should be golden and most of the liquid should be soaked up.
If all of the liquid isn't soaked up, that's normal - just spoon it over the cinnamon rolls after you serve them.
Use the frosting provided in the cinnamon rolls to frost the cinnamon rolls.
Serve and drizzle with additional liquid from the pan. Enjoy!
