Wet your hands with water to prevent sticking.
Measure one tablespoon of the chicken mixture and roll it into a ball.
Flatten and shape the ball into a chicken nugget shape.
Repeat until all chicken is rolled and shaped.
Place the shaped nuggets on parchment paper and freeze uncovered for 20-30 minutes.
While nuggets are freezing, prepare the batter: whisk together flour, cornstarch, black pepper, paprika, onion powder, and garlic powder in a bowl.
Make a well in the center of the dry ingredients and add water (or sparkling soda/seltzer).
Whisk until smooth, ensuring all lumps are removed.
Heat oil in a pan to 350 degrees Fahrenheit.
Take the frozen nuggets and dip them into the batter, coating both sides generously.
Carefully place the battered nuggets into the hot oil.
Fry for three minutes per side.
Remove nuggets from the oil and let them rest.
Re-fry the nuggets for two minutes per side to achieve crunchiness.
Remove from oil and let cool.
