Boil the liquids. Combine the vegetable broth and milk in a medium saucepan. Bring to a boil.
Cook the orzo. Add the orzo and cook for 8–10 minutes, stirring occasionally to prevent sticking.
Make it creamy. Reduce the heat to medium-low. Stir in the Parmesan and spinach. Cook for about 3 minutes, until the spinach wilts.
