Cut chuck roast in 2 inch chunks. Season with salt $ pepper. Sear on high heat.
Place all other ingredients in the blender except bay leaf. Blend till smooth.
Place all beef back in pressure cooker along with the sauce and 1-2 cups of beef broth (enough to almost cover the meat). Pressure cook on medium high for 45 min or slow cook for 3-4 hours. Shred beef, add broth back to the meat.
For the cilantro lime rice: Cook the rice in the water. Add the avocado oil, lime juice, lemon juice, and salt.
For the fajita veggies: Sauté the bell peppers and onion with the oregano and salt.
