Combine flour, sugar, baking powder, salt, pepper, and garlic powder in a bowl.
Stir in milk until just moistened.
Fold in chopped onions.
Heat ½ inch oil to 350°F in a heavy skillet.
Drop tablespoons of batter into hot oil.
Fry 2-3 minutes per side until golden brown.
Drain on paper towels.
Serve warm.
