Preheat oven to 375°F
Lightly spray or oil a small oven-safe baking dish
In a bowl, mix ground pork, soy sauce, sesame oil, garlic powder, ginger powder, salt and pepper
Fill a bowl with water
Quickly dip each wonton wrapper in water for 1 second only
Spread half of the pork mixture into the baking dish
Lay a layer of damp wonton wrappers on top
Spread remaining pork mixture over wrappers
Add another layer of damp wonton wrappers on top
Pour ⅓–½ cup water or broth around the edges of the dish
Cover dish tightly with foil
Place dish in a larger pan and add hot water halfway up the sides for steaming
Bake for 30–40 minutes, until pork reaches 160°F
Remove from oven and rest 5 minutes
Top with chili crisp, green onions, or sesame seeds
