Melt 3 tablespoons butter over medium heat in frying pan. Add garlic.
Stir in flour.
Add chicken broth. Bring to boil, stirring continually. Simmer for 10 minutes, stirring occasionally.
Add cheese and cream. Season with salt, pepper, and nutmeg.
Simmer 10 minutes.
Meanwhile, brown onion slices in 1 tablespoon butter.
Serve soup, garnished with onion slices and chives.
