Make the Base:
In a small saucepan, combine the honey with ½ cup hot water. Stir until the honey dissolves to make a syrup.
Add the cinnamon and ginger to the syrup and let it steep for 10 minutes. If using whole cinnamon sticks or fresh ginger, strain the syrup before using.
In a large pitcher or punch bowl, mix the honey syrup, lemon juice, orange juice, and cold water. Stir well.
Chill in the refrigerator for at least 2 hours, or overnight, for the flavors to meld.
To Serve:
For a cocktail: In a glass with ice, pour 3 ounces of the base and add 1 to 1.5 ounces of gin or vodka. Top with sparkling water or tonic for fizz.
For a mocktail: In a glass with ice, pour 3 ounces of the base and top with sparkling water or tonic. Stir gently.
Garnish: Add a lemon or orange wheel, a cinnamon stick, or a piece of star anise for a festive touch.
