Mix the ground pork, chopped scallions, grated ginger, soy sauce, sesame oil, and white pepper in a bowl until well combined.
Place a wonton wrapper on a clean surface in a diamond shape.
Scoop about 1 tablespoon of the pork filling into the center of the wrapper.
Wet the edges of the wrapper with water, then fold the wrapper in half to form a triangle, pressing the edges to seal.
Bring the two corners of the triangle together and pinch to seal, creating a little purse shape.
Bring a large pot of water to a boil. Carefully add the wontons and cook for 5-7 minutes until they float to the top.
Remove the wontons with a slotted spoon and transfer to a serving bowl.
Drizzle the hot wontons with chili oil and serve immediately.
